Chapter 14 of the Public Utility Code, which sets rules regarding utility billing, collections, and termination for most Pennsylvania energy and water consumers, will sunset on December 31, 2024. In anticipation of the pending sunset, the Public Utility Commission (PUC) issued guidance confirming that its regulations – which long pre-date Chapter 14 – will remain in full force and effect. In doing so, the PUC made it clear that protections for vulnerable Pennsylvania families, like the winter moratorium and medical certificates to prevent termination, will continue.

This program will present a virtual briefing on how these changes in the legal landscape impact client services and advocacy. It will discuss the state of the law on utility billing, collections, and terminations, provide practical tips for how to help clients stay connected to essential services, and share predictions on what comes next for Pennsylvania utility consumers.
